The Ministry of Home Affairs is updating the database and information to support the administration of the three new provinces in Papua. This effort was carried out through a coordination meeting involving the Central Team with the district governments included in the three new provinces in Papua. The meeting, whose main discussion was the progress of facilitation support in 2022, took place at the Aryaduta Hotel Makassar, Thursday (29/9/2022).
In his remarks, the Secretary of the Directorate General of Regional Autonomy, Maddaremmeng, said the Ministry of Home Affairs had formed a Task Force for Monitoring the New Autonomous Regions in Papua. The task force has gone directly to the three new provinces to ensure the preparation of the new autonomous regions governance. In addition, the Ministry of Home Affairs has also held meetings with relevant ministries and institutions, especially in ensuring budget support.
“Yesterday we had a meeting with various ministries/institutions, led by Deputy Minister of Home Affairs, to ensure the required budgets, including after the passing of the law of the three new autonomous regions,” he said.
Currently Law Number 14 of 2022, concerning the Establishment of the Province of South Papua, Law Number 15 of 2022 concerning the Establishment of the Province of Central Papua, and Law Number 16 of 2022 for the Establishment of the Province of Papua Mountains have been issued. The regulation stipulates that the inauguration of the province and the inauguration of the acting governor will take place 6 months after the law is enacted. However, in order for the three regions to participate in the 2024 General Election, preparations for the inauguration as well as the inauguration of their acting governors need to be accelerated so that they would be able to participate in the election stages.
“That’s why, at least in the second week to the fourth week of October, we have to inaugurate the acting governor,” he explained.
Madderemmeng emphasized that the Ministry of Home Affairs had taken strategic, measurable, and detailed steps in accelerating the administration of the three new provinces in Papua. In fact, his party has helped prepare a Governor Regulation draft which regulates Regional Apparatus Organizations. The draft will be submitted to the acting governor for discussion and agreement.
“This Regional Apparatus Organizations Governor Regulation draft will later be given to the acting governor to be discussed for immediate approval. We have also accommodated the actual recapitulation of employee input,” he explained.
On that occasion, Madderemmeng also explained the policy related to budget support for the new three autonomous regions. He said the new autonomous regions budget have two sources, from the central government and regional grants. He stressed that the budget support must be clear. Therefore, he asked that the agreement that had been signed by the regional government could be carried out properly. The support provided by the regional government in Papua to the three new provinces includes the budget, facilities and infrastructure, human resources (HR), and various other technical support.
“The bottom line is that today we are consolidating the preparations down to the details, especially related to the preparation of the grant (budget, assets, and other resources). If there are things that we do not know, we have asked the Directorate General of Regional Finance to prepare their technical support if for example there are technical matters that must be assisted, “he said.
