Vice Minister of Home Affairs (Wamendagri) Ribka Haluk said that the stages of the re-election will be carried out in accordance with the provisions of the General Election Commission (KPU). He conveyed this when representing the Minister of Home Affairs Muhammad Tito Karnavian at the Hearing Meeting (RDP) of Commission II of the Indonesian House of Representatives in the Meeting Room of Commission II of the Indonesian House of Representatives, Senayan, Jakarta, on Wednesday (12/4/2024).

The re-election was carried out due to various factors, including the victory of the empty box, the existence of a security disturbance situation, administrative violations, to geographical factors and natural disasters such as floods. The Ministry of Home Affairs continues to monitor data from the KPU and the Election Supervisory Body (Bawaslu) regarding the implementation of the re-election.

“We will also synchronize with data from Bawaslu and also the KPU. Regarding the substance of the implementation of this election, of course we are both waiting for the results of the stages carried out by the KPU,” she said.

Regarding the availability of budget for the implementation of the re-election, the Ministry of Home Affairs prioritizes a transparent and accountable mechanism in the budgeting of the regional election through the Regional Revenue and Expenditure Budget (APBD) and the Revenue and Expenditure Budget (APBN). The Ministry of Home Affairs also considers joint approval between the regional executive and legislative bodies.

“There is Permendagri Number 41 of 2020 concerning amendments to Permendagri Number 54 concerning funding for the election of governors, regents and mayors. In principle, there is an APBD mechanism in the region if the district or city APBD source does not allow for financing the election,” he said.

Ribka also emphasized that the government is looking for a solution so that all regions can still hold a re-election according to the applicable mechanism. To support this process, a Pilkada Desk has been formed in 29 provinces and districts/cities that monitor stages and events in real time for 24 hours.

“Regarding the re-election for governors and deputy governors, the Ministry of Home Affairs and 29 provinces and regencies have formed Regional Head Election Desks in 29 regencies and cities, so that all implementation stages and temporary events that occur in a number of regions are recorded 24 hours online,” he said.

In the RDP, the government approved the holding of a re-vote for governors and deputy governors, regents and deputy regents, and mayors and deputy mayors on Wednesday, August 27, 2025. The KPU initially proposed two date options for the implementation, namely August 27 or September 24, 2025. In the RDP, the participants agreed to choose August 27 considering time effectiveness.
